Black & Veatch is recruiting for a Regional Representative, Energy Infrastructure for an anticipated five-year USAID Program to identify and assess investments in energy assets in target countries in Eastern Europe and Eurasian region (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Greenland, Kosovo, Moldova, North Macedonia, Montenegro, and Serbia). The overall goal of the Investments in Developing Energy Assets (IDEA) program is to improve regional energy supply security, reliability and efficiency through supporting investments in all segments of the energy sector, including heat and power generation facilities, transmission and distribution networks, renewable sources, demand side improvements, and water supply and sanitation infrastructures.

**Key Responsibilities**
The Regional Representative, Energy Infrastructure will be responsible for supporting the project's Program Director and Program Manager in managing regional efforts to improve investment in energy assets in the target countries. S/he will organize program efforts across their respective region to identify and research potential energy infrastructure projects, support teams conducting pre-feasibility and feasibility assessments on assets identified as high potential investments. The Regional Representative will identify technical and engineering resources required to conduct technical scoping, pre-feasibility analyses, and feasibility studies on prospective infrastructure investments. S/he will perform initial and detailed project technical and engineering specifications and overall project design scoping activities. S/he will gather, verify, and evaluate all required technical data and incorporate them into technical project assessments. S/he will also be tasked with ensuring environmental considerations are integrated into all assessments and infrastructure project development.

Typically 9 years experience.
**Minimum Qualifications**
Bachelor's degree.

**Work Environment/Physical Demands**
Typical office environment, typical construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation). Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
